Perpetual Pandemics on Demand - Busting the ‘Dual Use’ Business Model

University of Chicago law professor Dr. Francis Boyle - who drafted the U.S. Biological Weapons Act - has vital information to share, but the main stream isn’t listening.

Maybe that’s because he does dare call it treason.

(Phsst, Here’s the caper ) - Let’s say you were the holder of patents on engineered bio-weapons and were in the process of developing more through lavishly-funded, on-going gain-of-function laboratory research projects around the world.

Then let’s also say you simultaneously control patents and lavishly-funded research projects on pharmacological products being developed to combat your patented pathogens.

Your rationale is that, in order to develop defenses against a bio-weaponized pathogen, you must develop the pathogen first. This is termed ‘dual use’ research – you patent the pathogen and the purported panacea in coordinated synchrony.

To complete the picture, let’s say you also control the public policies dictating government responses to your perpetually emerging, profitable pandemic pathogens.

It would be like being a weather futures investment speculator who is also a geo-engineer and weather weaponeer – as suggested in the 1996 U.S. Air Force report, Weather as a Force Multiplier: Owning the Weather in 2025.

It’s a spiralic business, a policy (and warfare) model in which you perpetually come out on top, one step ahead of the rigged game you yourself and your cronies are rigging.

Impossible, you say?  Unconscionable, you say? Nobody could be that sociopathicly unscrupulous and misanthropic.

Think again, says Dr. Boyle.

Double Whammy

As he explains in this following, recent in-depth interview with Dr. Joseph Mercolla, that is essentially the game plan being followed with the one-two punch represented by the twin looming dangers posed by:

 (1) Biden’s Executive Order on Advancing Biotechnology and Biomanufacturing Innovation for a Sustainable, Safe, and Secure American Bioeconomy and

(2) a proposed UN ‘pandemic preparedness treaty’  - framed in the rosy euphemism, “The World Together” - that would be administered by the WHO Director-General  of the World Health Organization (WHO). 

That official is currently Tedros Adhanom Ghebreyesus, who has come to his position largely thanks to the support of both Bill Gates and the Chinese Communist Party (CCP) - despite a highly questionable record involving alleged war crimes, according to a 2019 New York Times story .

Dr. Boyle explains that, at the urging of the United States, the World Health Assembly is being pushed to approve treaty provisions that represent, “an end run over and around the sovereignty of the United States of America and our state and local governments to control our healthcare.”

He continues, “Under the 10th Amendment of the United States Constitution, healthcare, public health, falls within the control of state and local governments, not the federal government.” 

But, Boyle warns, if this attempted runaround ruse is successful, WHO Director Tedros – following whatever agenda is collaboratively agreed upon by the Biden Administration, major WHO funder Bill Gates and the CCP – could issue diktats that would compel U.S. state officials  (and national government officials around the world) to follow under pain of domestic prosecution.

The Politics of Prosecution

The good news, according to Prof. Boyle, is that the perpetrators of these multiple, on-going crimes are technically indictable under both existing domestic and international laws. He reports talking to state attorneys who agreed with the theory of his legal arguments that he has also submitted to Congress Members.

The bad news is that, regardless of the strenght of the case on its statutory and constitutional merits, its application is, in the end, a political decision that few attornies general or election-seeking politicians at any level will be courageous enough to make in the current, psyop-induced, delusional climate.

But the issue is being joined.

An article in the Atlantic advocating ‘pandemic amnesty’ for the perpetrators of the many crimes of the Covid era (including impeachable treason), has ignited a firestorm of criticism that shows the public anger now welling up as the facts become more widely known.  The preemptive call for ‘amnesty’ is in itself an acknowledgement that indictable offences have been committed.

“One cannot help but notice that the timing of the Atlantic's appeal for passive forgetfulness coincides with the swiftly approaching midterm elections, in which polls suggest a much greater chance of a conservative upset than Democrats previously expected. Though the Atlantic doesn't admit it, there is a growing political backlash to the last two years of meaningless lockdowns and mandates, and Democrats were instrumental in the implementation of both. A large swath of the population sees one party as the cause of much of their covid era strife.

“Perhaps the mainstream media is suddenly realizing that they may have to face some payback for their covid zealotry? ‘We didn't know! We were just following orders!’ It all sounds rather familiar.”

Globalism vs. Statism

The issues raised by this proposed treaty are a subset of the constellation of conundrums that define the present era, and the seemingly bi-polar set of alternatives available: globalism vs. statism; government vs. governance; laws-based vs. rules-based. 

The challenge facing our species is how a planetary society can manage itself so as to provide the greatest good for the greatest number without succumbing to technocratic tyranny ruled by an un-elected elite.  Is planetarian democracy possible?

Technocratic transnationalists have a problem: how to achieve universal compliance in an anarchic Westphalian system of sovereign national states – via incentives, or via sanctions, or some combination of both?

Dr. Francis Boyle is not the only informed, dissident voice from the margins, working to alert whomever will listen of the looming dangers.
